Do I Need a Cook Islands Visitor Driver Licence?

Under the Cook Islands Transport Act 1966, visitors who hold a valid full overseas driver's licence issued by an EU Member State, or by another country that issues driver's licences in English is legally permitted to drive on Cook Islands roads without obtaining a Cook Islands visitor driver licence, provided:

  • your overseas licence is current and has not expired
  • your overseas licence covers the class of vehicle you intend to drive (car, motorcycle, etc.)
  • you comply fully with all Cook Islands road rules

Cook Islands Police do not require visitors holding a valid overseas licence to obtain a Cook Islands visitor driver licence as a condition of driving on public roads.

However, we strongly recommend reading the important information below regarding vehicle and motorcycle hire companies before you travel.

Important Notice for Visitors Planning to Hire a Vehicle or Motorcycle

The Cook Islands Police Service wishes to make visitors aware of the following.

Some vehicle and motorcycle hire companies operating in the Cook Islands require hirers to hold a Cook Islands 30-days visitor driver licence as a condition of their hire agreement, regardless of whether the visitor holds a valid overseas licence.

This is an individual business decision made by each hire company. It is entirely separate from, and independent of, Cook Islands Police licensing requirements. The Police Service has no authority over the commercial terms and conditions set by private hire operators, and hire companies have no obligation to align their requirements with Police licensing rules.

This means that:

  • You may hold a perfectly valid overseas driver's licence that satisfies all Police requirements for driving on Cook Islands roads
  • AND the hire company you have chosen may still require you to obtain a Cook Islands 30-days visitor driver licence before they will release a vehicle or motorcycle to you

These are two separate requirements operating independently of each other

If you are planning to hire a vehicle or motorcycle during your visit, we strongly advise you to contact your chosen hire company directly before you travel to confirm their specific licence requirements. Do not assume that your overseas licence will be accepted by your hire company simply because it satisfies the Police licensing requirement.

If your hire company requires a Cook Islands visitor driver licence, you should apply for one at least 48 hours before your arrival in the Cook Islands to ensure it is ready for collection when you land.

Who should apply for the Cook Islands 30-Days Visitor Driver Licence?

You should apply for a Cook Islands 30-Day Visitor Driver Licence if you are visiting the Cook Islands and plan to drive under any of the following circumstances:

  • You hold a valid full overseas driver's licence issued by an EU Member State or another country that issues driver's licences in English, but your vehicle rental company requires you to obtain a Cook Islands Visitor Driver Licence. In this case, your licence can be exchanged on a like-for-like basis, with no theory or practical driving test required.
  • You hold a valid full overseas driver's licence that is not in English. In this case, you can apply for a like-for-like exchange, with no theory or practical driving test required.
  • You intend to drive a different class of vehicle than your overseas licence permits. For example, if you hold a Class B (car) licence but wish to ride a Class A (motorbike) while in the Cook Islands. In this case, you will be required to pass both a theory test and a practical driving test.
  • You have lost or damaged your Cook Islands 30-Day Visitor Driver Licence and need to apply for a replacement licence.

The visitor driver licence is issued for a period of 30 days from the date of issue. If you remain in the Cook Islands as a visitor beyond 30 days and wish to continue driving, you must apply to re-new your visitor driving licence for another 30 days.

Apply at Least 48 Hours Before Your Arrival

To ensure your Cook Islands Visitor Driver Licence is ready for collection and, if required, to book your practical driving test, you should submit your application at least 48 hours before your scheduled arrival in the Cook Islands.

Applications submitted less than 48 hours before arrival cannot be guaranteed to be processed in time for your arrival.

Common Questions About Visitor Driving Licences

I have a valid overseas driver's licence issued in English. Do I legally need a Cook Islands visitor driver licence to drive on Cook Islands roads?

No. Under the Cook Islands Transport Act 1966, a visitor holding a current, valid full overseas driver's licence issued by an EU Member State, or by another country that issues driver's licences in English, is legally entitled to drive on public roads without obtaining a Cook Islands visitor driver licence, provided their licence covers the class of vehicle they are driving and has not expired. However, please read the question below about vehicle hire companies, as their requirements may differ from the legal Police position.

My overseas licence is not in English. Can I still drive in the Cook Islands?

Yes, but you will need to obtain a Cook Islands 30-Day Visitor Driver Licence before driving on Cook Islands roads. You can apply for a like-for-like exchange of your overseas licence with no theory or practical driving test required if you provide English translation of your driving licence. You should apply at least 48 hours before your scheduled arrival to ensure your licence is ready for collection when you land.

Will my overseas licence be accepted by the hire company?

This depends entirely on the individual hire company. Some hire companies in the Cook Islands require all hirers to hold a Cook Islands 30-Days Visitor Driver Licence regardless of whether they hold a valid overseas licence. This is a commercial decision made by the hire company and is not related to Cook Islands Police licensing rules. You must contact your chosen hire company directly before you travel to confirm their specific requirements. Do not assume your overseas licence will be sufficient for the hire company simply because it meets the Police requirement for driving on public roads.

The hire company I have booked with says I need a Cook Islands visitor driver licence. Why does the Police website say I do not need one?

Both statements are correct, and there is no contradiction between them. Cook Islands Police determine the legal requirements for driving on public roads and under those rules, a valid overseas licence issued in English is sufficient. The hire company determines its own commercial requirements for releasing a vehicle to a hirer, and they may set additional conditions beyond the minimum legal requirement. These are two entirely separate matters. The Police Service has no authority over the hire company's commercial terms, and the hire company's requirements do not change the law. If your hire company requires a visitor licence, you should apply for one at least 48 hours before your scheduled arrival.

How far in advance should I apply for a visitor driver licence?

You should apply at least 48 hours before your scheduled arrival in the Cook Islands. This allows sufficient time for your application to be processed, your licence to be ready for collection when you land, and if required for you to complete any practical driving test that may be necessary before your licence can be issued. Applications submitted less than 48 hours before arrival cannot be guaranteed to be processed in time for your arrival.

Can I apply after I arrive in the Cook Islands?

Yes, you may apply in person at Cook Islands Police Service National Headquarters in Avarua, Rarotonga. The licensing office is open Monday to Friday, 9:00am to 2:30pm. However, applying after arrival may result in a delay before your licence can be issued, particularly if a practical driving test is required as part of your application. We strongly recommend applying at least 48 hours before your scheduled arrival to avoid any inconvenience.

How long is the visitor driver licence valid for?

The visitor driver licence is valid for 30 days from the date of issue. It cannot be renewed or extended. If you remain in the Cook Islands beyond 30 days and wish to continue driving, you must apply to re-new your visitor driving licence for another 30 days.

What class of vehicle can I drive on a visitor driver licence?

As a visitor to the Cook islands you can only have class A1: Motorcycle less than 125cc and/or Class B: Motorcar and light trade vehicle. Your visitor driver licence will be issued in the same class as your overseas driver's licence, a like-for-like exchange. If you wish to drive a different class of vehicle not covered by your overseas licence for example, if you hold a Class B (car) licence overseas but wish to ride a Class A (motorbike) in the Cook Islands, you will be required to sit both a theory test and a practical driving test for that additional class before a licence in that class can be issued.

Do I need to sit a driving test to get a visitor driver licence?

In most cases, no. If you are applying for a like-for-like exchange of your overseas licence , whether your licence is in English or not, no theory or practical driving test is required. However, if you wish to drive a class of vehicle not covered by your overseas licence, you will be required to sit both a theory test and a practical driving test for that class. Where a practical driving test is required, applying at least 48 hours before your scheduled arrival is essential to allow sufficient time to book your appointment. Applications submitted less than 48 hours before arrival cannot be guaranteed to be processed in time for your arrival.

What happens if I drive without a valid licence in the Cook Islands?

Driving without a valid licence on Cook Islands roads is an offence. Cook Islands Police conduct regular checkpoints and may ask any driver to produce their licence at any time. If you cannot produce a valid licence when requested by a police officer, you may be subject to enforcement action. Additionally, permitting an unlicensed person to drive a motor vehicle is itself an offence under Cook Islands law.
